Two weeks later, half of it is buried at the back of a cabinet — and by the time the next typhoon arrives, nobody is sure what is still safe to drink or eat.
Storing emergency water and food is not really about buying more. It is about building a small system that survives the ordinary weeks between disasters. In disaster response work, the households that coped best were rarely the ones with the biggest stockpile. They were the ones who knew exactly what they had, where it was, and when it expired.

1. How much water do you really need?
The commonly used planning figure worldwide is about 3 to 4 liters of water per person per day — roughly half for drinking and half for cooking and basic hygiene. For a family of five, that is around 15 to 20 liters a day.
The Philippine context adds two considerations:
- Heat raises consumption. In a house with no electric fan and no aircon after a typhoon, people sweat far more than usual. Planning for the lower end of the range is optimistic; plan for 4 liters per person per day if you can.
- Water service often fails together with power. If your building relies on a pump, losing electricity means losing water pressure too. Households on upper floors usually feel this first.
A practical target for most families is three days of drinking water stored, working toward seven days. Three days covers most local flooding and outage events. Seven days is the more realistic figure when roads are cut off or when a strong typhoon damages the water district’s facilities.
Separate your storage into two categories, because they are not interchangeable:
- Drinking water — commercially sealed bottles or clean, food-grade containers you have filled and dated. Store away from direct sunlight.
- Utility water — for flushing, washing, and cleaning. Drums, pails, and a filled bathtub all count. This does not need to be potable, and it is usually the first thing families run out of.
Filling your utility containers before the storm arrives — while the taps still work — is one of the highest-value five-minute tasks in the entire preparedness list.
2. Storing water safely in a tropical climate
Water itself does not spoil, but containers and storage conditions can make it unsafe. A few practical rules:
- Keep containers out of sunlight. Light plus warmth encourages algae growth in clear plastic. A dark cabinet or a covered corner is better than a balcony.
- Do not reuse containers that held anything other than water or food. Old detergent, paint, or chemical containers should never be repurposed for drinking water, no matter how well they are washed.
- Date every container. Write the fill date with a marker. Rotate self-filled water roughly every six months.
- Keep water off bare concrete floors if possible — a wooden pallet, board, or shelf reduces contact with dampness and pests.
- Split your storage between two locations. If your ground floor floods, a supply stored only downstairs is gone precisely when you need it.
Have a backup treatment method as well: a rolling boil, water purification tablets, or a household filter. Boiling is the most reliable method available to almost every household, though it needs a working stove and fuel — which is why the two preparations belong together.
3. Choosing food that will actually get eaten
The most common stockpile mistake is buying food nobody in the family likes. During a disaster, appetite is already low from stress and heat. Unfamiliar food often goes untouched, especially by children.
Build your stock around three layers:
- Ready-to-eat, no cooking required (first 24 hours): canned tuna and sardines, canned meat, biscuits, bread, peanut butter, fruit in cans, energy or granola bars. This layer matters most, because immediately after a typhoon you may have no gas, no power, and no clean workspace.
- Simple cooking, one pot and water (days 2–4): instant noodles, rice, canned soups, powdered milk, coffee, instant porridge (lugaw). These lift morale far more than their calorie count suggests — a hot meal changes how a difficult day feels.
- Bulk staples (days 5–7 and beyond): rice, dried beans, cooking oil, salt, sugar, dried fish. These need more cooking and more water, so they support the later part of an emergency rather than the beginning.
Do not forget the items that are easy to overlook and hard to substitute: infant formula, baby food, maintenance medicines, pet food, and anything required for a family member with a medical condition. These should be treated as the highest priority in your stock, not as add-ons.
4. Protecting food from heat, humidity, and pests
Philippine humidity is hard on stored food. Cardboard softens, paper packaging attracts insects, and metal cans left in damp corners can corrode.
- Transfer rice, sugar, and flour into sealed plastic or glass containers. The original sacks and bags are not pest-proof.
- Store cans off the floor and away from walls that get wet. Rust on the seam of a can is a reason to discard it.
- Use a plastic bin with a lid as your dedicated “emergency food box.” It keeps supplies together, protects against water and insects, and can be carried out quickly if you have to evacuate.
- Keep the box where you can reach it in the dark — the same place, every time. Searching for supplies by phone light during an outage wastes both time and battery.
5. Rotation: the habit that makes the whole system work
A stockpile without rotation slowly becomes a pile of expired goods. The simplest working method is first in, first out: new purchases go to the back, older stock comes to the front and gets eaten in normal weeks, then gets replaced.
Two habits make this nearly automatic:
- Tie a check to a date you already remember — the first of the month, or payday. Ten minutes is enough: look at dates, move the oldest forward, note what to buy.
- Eat from the stockpile deliberately. Once or twice a month, cook a meal entirely from stored food. This tests whether your family actually likes it, confirms the cooking method works, and forces natural rotation.

6. After a flood or a long outage: what is still safe?
This is where families most often need a clear rule, because the consequences of guessing wrong — stomach illness during a period with limited water and limited access to clinics — are serious.
Discard, without hesitation:
- Any food that came into contact with floodwater, including sealed items whose packaging was submerged — bottle caps, screw-top jars, and cardboard cannot be assumed watertight.
- Cans that are bulging, badly dented along the seam, leaking, or rusted through.
- Cooked food left at room temperature for an extended period in tropical heat.
- Anything with an unusual smell, slimy texture, or visible mold.
Regarding the refrigerator: keep the door closed as much as possible. A full freezer holds its temperature far longer than an empty one. Once chilled items have clearly warmed to room temperature — and Philippine room temperature is not gentle — treat perishable meat, fish, and dairy as unsafe rather than testing them.
The guiding principle we used in the field is simple: when in doubt, throw it out. Losing a meal is an inconvenience. Losing three days to illness while water is scarce is a much bigger problem.
7. Fitting this into a small home or a rented space
Not every family has room for a week of supplies, and that is a normal constraint rather than a failure.
- Use vertical and hidden space: under the bed, on top of cabinets, behind the sofa, inside a bench.
- Start at three days, then extend. A complete three-day supply is far more useful than an incomplete seven-day plan.
- Count what you already have. Most kitchens already hold two or three days of food. The gap is usually water, not food.

- Before a typhoon makes landfall: fill utility containers and charge everything while the taps and power are still on. Do not wait for the signal to be raised further.
- When water supply is uncertain: shift immediately from “normal use” to “drinking and cooking first.” Reducing consumption early extends your supply far more effectively than rationing after it runs low.
