A brownout in the Philippines is rarely just an inconvenience. During typhoon season, it often arrives together with flooded streets, a phone battery already at 30 percent, a rice cooker halfway through dinner, and a lola whose electric fan has just stopped. The power itself is not the emergency — but how a household handles the next 72 hours usually decides whether the outage stays an inconvenience or turns into something worse.
I worked as a former firefighter in Japan, hold a disaster preparedness certification, and have been deployed to disaster-affected areas. In disaster response, one pattern shows up again and again: the households that cope well are not the ones with the most expensive equipment. They are the ones who decided in advance which appliance matters most, where the light is kept, and who does what when the lights go out.

1. Know Which Kind of Outage You Are Facing
Not all brownouts are the same, and the right response depends on which one you have. Before doing anything else, spend two minutes identifying the type.
- Scheduled or rotating brownout. Announced in advance by the distribution utility or electric cooperative. Usually a few hours. The main task is comfort and food protection.
- Localized fault. Only your street, building, or a few houses are dark. Often a transformer or line issue. Check whether neighbours also lost power — this tells you whether to report to the utility or check your own breaker.
- Your unit only. If neighbours have power, the problem is likely your own main breaker, a tripped circuit, or a billing issue. Check the panel before calling anyone.
- Typhoon or disaster-related outage. This is the one that can last days. Lines are down, roads may be blocked, and restoration crews are working across a wide area. Plan for multiple days, not hours.
The distinction matters because the fourth type requires an entirely different mindset. A four-hour rotating brownout needs a flashlight. A post-typhoon outage needs water, food, sanitation, and a communication plan.
2. The First Hour: A Simple Order of Actions
The first hour sets up everything else. Do these in order.
- Get light before you move around. Injuries during outages happen in the first minutes — stubbed feet, falls on stairs, cuts from something knocked over in the dark. Reach for a flashlight or a phone light before walking through the house.
- Leave the refrigerator closed. A closed ref holds cold far longer than most people expect. Decide right away that it stays shut except for one planned opening.
- Unplug sensitive appliances. TV, computer, router, aircon, microwave. When power returns it can come back with a surge, and surges damage electronics. Leave one lamp switched on so you can tell when power is restored.
- Check your phone battery and reduce drain. Lower the screen brightness, turn off background apps, and switch on power saving mode immediately — not when it hits 10 percent.
- Check on the people who need checking. Elderly family members, infants, anyone on medication that needs refrigeration, anyone using electrically powered medical equipment. This is the step most often delayed and the one that matters most.
In disaster response, the households that struggled were usually not short of supplies — they were short of a sequence. Having a fixed order removes the need to think clearly at the exact moment when thinking clearly is hardest.
3. Light: Why Candles Are the Wrong Default
Candles are cheap, available in every sari-sari store, and responsible for a significant share of residential fires during outages. The risk pattern is consistent: a candle placed near a curtain, a candle on an uneven surface, a candle left burning when everyone falls asleep, or a candle knocked over by a child or a pet.
A better setup, in order of preference:
- Rechargeable LED emergency light or lamp. Many models charge automatically and switch on when power cuts. This is the single best purchase for a Philippine household.
- Flashlight with spare batteries. Keep one in a fixed, known location — the same drawer, every time. A flashlight nobody can find is not a flashlight.
- Headlamp. Underrated. It keeps both hands free for cooking, carrying water, or caring for a child.
- Phone light. Fine for a few minutes, but it consumes the battery you need for information and communication. Do not make it your main light source.
If candles are genuinely the only option: use a stable non-flammable holder, place them away from curtains and paper, never leave them unattended, and extinguish every one before sleeping. Keep a container of water or a fire extinguisher within reach. A house fire during a typhoon, when fire trucks may be delayed by flooding and blocked roads, is a far larger problem than darkness.
4. Power Banks, Batteries, and Generators
Power banks are the most practical option for most households. Two habits make them work: keep them charged as a routine (not only when a storm is announced), and know their real capacity. A 20,000mAh power bank realistically gives a modern phone around three to four full charges. For a family of four, one power bank is not enough.
Portable power stations — larger lithium batteries with AC outlets — have become much more common and can run a fan, charge multiple devices, and power a router for hours. They are silent, produce no exhaust, and can be used safely indoors. Charge them fully at the start of typhoon season and top them up monthly.
Generators require real caution. The critical rule has no exceptions:
Never run a generator indoors, in a garage, on a covered terrace, or anywhere near a window or door — even with ventilation. Carbon monoxide is odourless and colourless, and generator-related poisoning is a documented cause of death after storms in many countries. Place the generator outdoors, well away from the house, with exhaust pointed away from any opening. Refuel only when it is off and cool. Store fuel outside the living space.
If anyone in the house develops headache, nausea, dizziness, or confusion while a generator or fuel-burning device is running, get everyone to fresh air immediately and seek medical help. Do not assume it is heat or fatigue.
5. Food and Water: What Is Safe and What Is Not
An unopened refrigerator generally holds a safe temperature for several hours, and a full freezer holds cold considerably longer than a half-empty one. Two practical steps:
- Fill empty freezer space with water bottles. Frozen bottles act as thermal mass and become drinking water later. This is free and effective.
- Plan one opening, not ten. Decide what you need for the next meal, open once, take everything out at the same time, and close it.
When power returns after a long outage, be conservative with food that requires refrigeration — meat, fish, cooked rice left at room temperature, and dairy in particular. In a tropical climate, discarding questionable food is cheaper than a family-wide stomach illness during a period when clinics may already be overloaded.
Keep drinking water separate from washing water. If your building uses an electric pump, your tap will stop when the power does — this catches many condo residents by surprise. For cooking, a portable butane or LPG stove used in a well-ventilated area is the practical choice. Never use charcoal indoors — the carbon monoxide risk is the same as with a generator.
6. Heat: The Underestimated Danger
In Philippine conditions, losing electric fans and aircon is not merely uncomfortable. Heat-related illness develops quietly, and the people most at risk — infants, the elderly, pregnant women, and anyone with a chronic condition — are often the least able to say what they are feeling.
Practical measures during a daytime outage:
- Open windows on opposite sides of the house to create cross-ventilation; close curtains on the sun-facing side.
- Move to the lowest and shadiest part of the house during the hottest hours.
- Cool the neck, armpits, and groin with damp towels — these areas cool the body fastest.
- Drink water regularly rather than waiting for thirst; add a little salt or an oral rehydration product if sweating heavily.
- Watch for dizziness, nausea, confusion, or skin that is hot but not sweating. These signs mean move to a cooler place and get help.

7. Staying Informed and Reachable
When mobile data is congested or cell sites lose their own backup power, a battery-powered AM/FM radio becomes the most reliable source of official information — typhoon updates from PAGASA, evacuation advisories, and announcements from the local DRRM office. Radio uses almost no power and works when the network does not.
Agree with your family on a simple communication rule before the outage: one designated contact person, one meeting point, and the understanding that SMS often works when calls and data do not. Write the numbers on paper. A phone that dies takes its contact list with it.

8. When Power Comes Back
Restoration has its own small hazards.
- Turn appliances back on gradually, not all at once, to avoid overloading circuits.
- If you smell burning, see scorching around an outlet, or a breaker trips repeatedly, stop and have it checked by a licensed electrician.
- If your home was flooded, do not switch anything on until the electrical system has been inspected. Water and electricity in the same wall is a serious hazard, and this is one situation where waiting is the correct answer.
- Recharge every power bank, lamp, and power station immediately. In typhoon season, the next outage may be days away.
Decision Points: Four Questions That Cover Most Situations
- Is this hours or days? If a typhoon caused it, assume days and start rationing power, water, and phone battery now rather than later.
- Is anyone in this house heat-vulnerable or dependent on electricity for health? If yes, that person’s needs come first, and you may need to relocate to a relative’s house or an evacuation centre earlier than feels necessary.
- Am I about to burn something indoors? Candle, charcoal, generator, gas stove. If yes, ventilation and supervision are non-negotiable.
- Was there flooding? If yes, no switches, no plugs, no appliances until an electrician clears it.
What To Do Today
- Charge every power bank in the house tonight and put one rechargeable LED light in a fixed location that every family member knows. Say the location out loud so it is shared knowledge, not your knowledge.
- Put three or four filled water bottles in the freezer. Free, takes five minutes, and does two jobs — keeping food cold and providing drinking water.
- Write emergency numbers on paper and tape it inside a cabinet door: barangay hotline, local DRRM office, nearest hospital, electric utility hotline, and one out-of-town relative. Paper does not run out of battery.

Most of the serious harm during outages does not come from the darkness itself.
