Cell networks are more fragile during disasters than most people expect. Towers lose commercial power and run on backup batteries that eventually drain. Fibre lines get cut by falling trees or landslides. And even where equipment survives, the sudden surge of everyone calling at once can congest the network to the point where nothing gets through.

Radio is the answer that keeps working when everything else stops. Not because it is modern, but precisely because it is simple — a transmitter, an antenna, and a receiver that needs nothing more than batteries and a bit of patience.

Why Radio Still Matters in 2026

It is a fair question. Everyone has a smartphone, and warnings arrive by SMS and social media. So why keep a battery-powered radio in the cabinet?

The honest answer is that radio does not depend on the same chain of infrastructure. A mobile phone needs a working cell site, a working backhaul connection, and a working data centre somewhere. Broadcast radio needs a transmitter and your receiver. Fewer links in the chain means fewer places for the chain to break.

There is also the matter of power. A smartphone with heavy usage may last a day. A small AM/FM radio running on two AA batteries can run for many hours, and some models keep going for days on low volume. When you are rationing power, that difference matters.

In disaster response work, the pattern is consistent: the households that stayed informed during long outages were rarely the ones with the most expensive equipment. They were the ones who had something simple that still worked, and who had checked it before the storm.

The Philippines has a strong tradition of radio as a disaster medium, and several stations shift into continuous emergency coverage when a major typhoon or earthquake occurs.

AM band is the backbone for disaster information. AM signals travel further than FM, especially at night, and can reach areas where FM coverage is patchy. Stations such as DZRH and other major AM networks are widely used for storm updates, evacuation announcements, and relief information. If you are in a provincial area, your regional AM station will often carry the most locally relevant details — which barangays are flooding, which roads are impassable, where the evacuation centres are open.

FM band carries local stations that may relay LGU announcements, and offers better audio quality when the signal is strong. Useful as a secondary source.

The practical step is this: find your local AM and FM disaster stations now, and write the frequencies on a piece of tape stuck to the radio itself. Searching the dial in the dark, with wind howling and a crying child in the room, is not the moment to be discovering what frequency your provincial station uses.

Note that official warnings themselves come from PAGASA for weather, PHIVOLCS for earthquakes and volcanoes, and NDRRMC for national coordination. Radio stations relay these — they are the delivery channel, not the source. When a station reports a signal number or an alert level, that number originates from the agencies above.

Choosing a Radio That Will Actually Work

Radios sold as “emergency” or “survival” models vary enormously in quality. A few things separate the useful ones from the ones that disappoint.

Battery type matters more than features. A radio that runs on common AA or AAA batteries is easier to keep alive than one with a proprietary rechargeable pack, because you can buy replacements anywhere and stockpile them cheaply. Check what your radio takes and keep a sealed set of spares stored with it — not in a drawer somewhere else in the house.

Second, batteries have expiry dates. Alkaline cells lose capacity over years of storage. Check the printed date, and rotate your spares the same way you rotate food — use the older ones for everyday items like remote controls, and replace them with fresh stock.

Third, people forget to count. If your radio takes two AA cells and you keep one spare set, you have covered roughly one replacement cycle. For a multi-day outage, three to four sets is a more realistic target.

How to Listen Well: Getting Useful Information Out of the Noise

Having a working radio is only half of it. Using it well is a separate skill.

Listen at fixed intervals rather than continuously. Continuous listening drains batteries and, more importantly, drains you. A reasonable rhythm during an active situation is a few minutes at the top of each hour, extending when conditions are changing rapidly. Most stations repeat key bulletins on a cycle.

Write things down. Keep a notebook and pen with the radio. Note the time, the station, and what was said — particularly signal numbers, rainfall warnings, evacuation announcements, road closures, and relief distribution schedules. Under stress, memory becomes unreliable, and a written log lets you compare what was said an hour ago with what is being said now. That comparison is often where the real signal is: not in any single bulletin, but in the direction things are moving.

Separate confirmed information from rumour. During disasters, unverified reports spread fast, and they spread on radio call-in segments too. A useful habit is to note the source alongside the claim. “PAGASA raised Signal No. 3 for our province” is a different category of statement from “somebody called in saying the bridge collapsed.” Both may be worth knowing; only one is worth acting on immediately.

Share the load. If more than one adult is in the household, take turns monitoring. Fatigue leads to missed information, and a long outage may run for days.

Radio Is One Channel — Build the Rest of the Plan Around It

Radio is a one-way medium. It tells you what is happening; it does not tell your relatives in another province that you are safe. That is a separate problem and needs a separate plan.

The core elements are worth deciding before anything happens:

  • A designated out-of-area contact — a relative or friend far from the affected region, whom everyone in the family checks in with. Local circuits congest first; a call or text to a distant area sometimes gets through when local ones do not.
  • SMS over voice calls. Text messages use far less network capacity and often succeed when calls fail. They may also arrive with significant delay — do not assume failure just because there is no immediate reply.
  • A physical meeting point. If communication is impossible, an agreed location removes the need for it. Choose one near home and one further away, in case the neighbourhood is inaccessible.
  • Written contact numbers on paper. When a phone dies, so does the contact list stored inside it. A card in each family member’s bag costs nothing.

When a warning is raised for your area. A rising signal number or a raised alert level is not information to file away — it is a trigger to act. Move to your prepared checklist: secure loose items, charge everything while power is still on, fill water containers, and confirm your evacuation route.

When evacuation is announced for your barangay. Go. Do not wait to see whether conditions worsen. The most difficult rescues in flood situations are almost always people who decided to wait one more hour. Evacuation announcements are made with a margin built in, and that margin is what keeps you and the responders safe.

When information conflicts. If a radio call-in says one thing and the official bulletin says another, act on the official bulletin. If you cannot reconcile them, choose the more cautious option. Being unnecessarily prepared costs you an inconvenient afternoon; being unnecessarily exposed costs considerably more.

When you hear nothing at all. Silence is not reassurance. If your station has gone off air, try the AM band across the dial — a more distant station may still be transmitting. If nothing is receivable, fall back on direct observation: rising water, unusual sounds from slopes above you, cracks appearing in ground or walls. Trust what you can see over what you cannot hear.

What to Do Today

None of this requires a large budget or a free weekend. Three small actions, done today, cover most of the gap.

One: find your radio and turn it on. If you own one, test it now. If the batteries are dead or corroded, that is exactly the thing you wanted to discover today rather than during a storm.

Two: write your local AM and FM frequencies on tape and stick it to the radio. Take two minutes to tune around and note which stations come in clearly at your location. Signal strength varies by address, so your neighbour’s answer may not be yours.

Three: put a fresh set of batteries in a sealed bag beside the radio. Not in the device, not in a drawer upstairs — beside it, in the same container.
